Public hearings on the Charter Review recommendations

The Clallam County Board of Commissioners will be holding public hearings on the Charter Review Recommendations in the Commissioners Meeting Room of the Clallam County Courthouse, 223 East 4th Street, Room 160, Port Angeles, Washington. The meeting is also available via BlueJeans video/audio conferencing and Granicus live stream systems. Franchise/EMF: Tuesday, April 6 at 10:30 a.m., Monday, April 12 at 1 p.m., and Monday, April 12 at 5 p.m.

Ranked-Choice Voting: Tuesday, April 6 at 10:30 a.m., Monday, April 12 at 1 p.m., and Monday, April 12 at 5 p.m.

Housing:

The Charter Review Commission recommends that the Clallam County Board of Commissioners immediately take active leadership to reclaim and renew their primary leadership role in engaging a group of public and private organizations and businesses to creatively increase affordable housing availability, apply forward-thinking ideas proven to be successful in communities that have reduced the experience of homelessness effectively, and report progress back to the community every six months.

Franchise/EMF:

Hearing dates and times: Tuesday, April 6 at 10:30 a.m., Monday, April 12 at 1 p.m., and Monday, April 12 at 5 p.m.

The Charter Review Commission recommends that the Clallam County Board of Commissioners shall take all required and necessary legal actions to ensure that any franchise associated with new radio frequency devices or systems operating in the micro or millimeter-wave frequency range, be accompanied by a scientific study determining that such law, regulation or franchise is in compliance with the National Environmental Protection Act (NEPA) prior to the enactment or granting of any franchise.

Forester:

Hearing dates and times: Tuesday, April 13 at 10:30 a.m., Monday, April 19 at 1 p.m., and Monday, April 26 at 5 p.m.

The Charter Review Commission recommends that the Clallam County Board of Commissioners increase their monitoring of the DNR’s management of its trust lands by hiring a forester.

Ranked-Choice Voting:

Hearing dates and times: Tuesday, April 6 at 10:30 a.m., Monday, April 12 at 1 p.m. and Monday, April 12 at 5 p.m.

The Charter Review Commission recommends that the Clallam County Board of Commissioners pass a resolution calling on the state legislature to pass legislation, which would enable the County (and other jurisdictions in the state) to adopt ranked-choice voting for local elections if they so choose.

**ATTENTION**

In response to the current Governors order, Clallam County has moved Phase 3 of the Healthy Washington Roadmap to Recovery Plan. To be in compliance with the Healthy Washington Roadmap to Recovery Plan the following general requirements for COVID safety for meetings held in the Board of Commissioners Board Room are as follows:

1. All attendees are encouraged to provide contact information on a sign-in sheet which will be retained for 28 days for contact tracing purposes.

2. Public seating areas and Board member seating must be arranged to ensure physical distancing is maintained.

3. Meeting attendees must wear a proper face covering and maintain six feet of physical distance between other persons.

4. No food or drink should be consumed in the BOCC Board Room.

5. Meeting organizers shall clean or arrange to have cleaned high-touch surfaces before and after each meeting.

6. Hand sanitizing stations will be available in the BOCC Board Room.

7. Keep doors and windows open where possible to improve ventilation.

8. The Chair of the meeting shall ensure masking and social distancing practices are enforced and practices by all event attendees.
