Reconsideration Denied for Proposed Luminary Resort at Sol Duc

PORT ANGELES — The Clallam County Department of Community Development has issued a final decision denying a request to reconsider conditions placed on the proposed Luminary Resort at Sol Duc.
The request, submitted March 11 by 9999GrouseGlen LLC, sought to overturn key restrictions included in a March 3 conditional use permit approval for the project. On March 20, Hearing Examiner Stephanie Marshall denied the request, leaving all previously imposed conditions in place.
The proposed resort would include up to 32 small cabins, a community center and recreational amenities on a 20-acre parcel near Grouse Glen. However, the original approval reduced the project to 20 cabins, prohibited mirrored building exteriors, limited operations to April through September, and restricted use of the community center to overnight guests.
In the reconsideration request, the applicant argued those conditions were excessive, unlawful and would harm the project’s viability. Marshall rejected those claims, finding no legal error or overlooked facts that would justify changing the decision.
In her ruling, Marshall emphasized that the conditions were necessary to address concerns about compatibility with the surrounding rural neighborhood, as well as impacts related to traffic, noise, lighting and overall intensity of use.
The examiner also concluded the applicant failed to demonstrate the project, as originally proposed, met county requirements for consistency with zoning, the comprehensive plan and nearby land uses, or that impacts could be fully mitigated without the conditions.
The March 20 ruling represents Clallam County’s final decision on the matter. Any further challenge must be filed in court under Washington state land-use law.
